Winners of the 2004 OMBAC Over The Line … and … Article about OTL that includes thoughts about Miss Emerson, from at least a few years ago, because it was written for Microsoft’s aborted Sidewalk project (localized websites):

In years past, the most well-endowed young ladies in the skimpiest bikinis reigned in this pageant. “They’d rip off their top and ask if they qualify,” Marston said. Nowadays, OMBAC members think of Ms. Emerson as their little sister, he assured, adding that the winner must be someone who can represent the club at charity events. OMBAC does good works throughout the year, buying toys for needy kids at Christmas and providing funds for many youth and disabled sporting events

And a piece about a handicapped Miss Emerson. OMBAC seems also to be a big proponent of accessible spots, viz. linking to Accessible San Diego. So despite being sort of seedy, it seems OMBAC promotes some good causes.
